Creates a ByteProvider constrained to a sub-section of an existing ByteProvider.

Parameters:

provider - the ByteProvider to wrap

subOffset - the offset in the ByteProvider of where to start the new ByteProviderWrapper

subLength - the length of the new ByteProviderWrapper
